Does the onboard lithium ion charger allow for both charging and operation when DC power is applied to the board? Will the unit still operate while charging? Can I unplug at will provided that a lithium ion pack is connected and have continuous power?

Yes, the device operates when charging or running off battery. There are a number of considerations in battery design that you have to take into account in your application. This design is for a two-cell, 8.4V Li Ion battery pack. Your application may vary. Take a look at the chip data sheets for information about how to use this circuit.
