Can I use eVC 4 with CE 3.0 os?
I assume its just a matter of using the correct SDK still?

eVC 4.0 is designed specifically for CE.NET and includes features not implemented in CE 3.0 such as structured error handling. For CE 3.0 devices you must use eVC 3.0.

How about using eVC 3.0 with a device running CE.NET? Does that work?

You can but there are compelling reasons (like the addition of real structured exception handling) to move to eVC 4.0.
Additionally, the CE 4.x SDKs will add in to eVC 4.0, but not eVC 3.0, so you won't be able to debug on a CE 4.x device with eVC 3.0.
