Our BitsyXb is currently taking about 15-16 seconds before the splash screen is displayed, during which time the screen is black. I'm concerned this delay will cause our users to wonder if the device has even been turned on, since no visible change can be seen for such a long time.

How can we get the splash screen to come up first during boot-up?

The delay in turning on the backlight of your screen, which is why the screen seems black, can be due to the bootloader or the AVR firmware version you're using. Please contact us to see if any modifications can be done to meet your requirements.
