The voltage is the same as specified in the BitsyX manual. Generally, we use 12V since it's an easy voltage to find on power supplies. TIP: the 3-pin power connector that we use on the personality board can be slipped over the 2-pin header on the BitsyX board to supply power.
Depending on the JTAG plug you use, you might also be able to reach the JTAG connector from the side without removing the personality board.
