We are attempting to use the VGX Ethernet signals on J9 to support an alternative Ethernet connection to a second microcontroller. In testing, we noticed that there doesn't appear to be any continuity between pins J9.19-J9.22 and the input pins of the on-board RJ jack. If these are the same signals, I would have expected such.

Is there anything else we need to know/do to access these signals?

The Ethernet signals on the VGX board are not meant to drive two connections, as you have found. There are zero ohm resistors that are populated depending on which connection you wish, either the J9 connection or the RJ45, but not both.
