No. To run the Pocket PC Platform on your device, you must have an agreement with and get licenses from Microsoft.
The Pocket PC is a Platform built on top of Windows CE 3.0, provided enhancements such as the Pocket Outlook applications and APIs as well as GAPI and the overall GUI architecture.
The Bitsy is a CE 3.0 device which you can use the HPC 2000 SDK to develop for (though it is not an HPC 2000 device either).
