Q: I want to configure a dial-up connection using a different speed or serial port from the ones set up in your build. How can I do this?

Search for "rasbook" in the eMbedded Tools help file. You will find an entry under MS WinCE-> Communications-> Remote Access Service (RAS)-> Sample Applications -> Phone-book. This section describes how to create your own custom RAS connection.
