I notice that ADS CE 4.1 and 4.2 images do not include ADOCE. Why is that?

The reason is that it's unsupported. Though that fact is not directly documented by Microsoft, it can be gotten through this logic:

ADOCE is supported only from eVB, not eVC and eVB is not supported on CE 4.x devices therefore ADOCE is not supported on CE 4.x devices.
