COM3 Baud Rate

Is there a way to set this port to boot-up at a lower baud rate - specifically 9600 baud instead of the default 38400 baud?

Is there a reason why you can't use 38400 baud at boot-up? Which board are you using? Please tell us a bit more about your requirements. Also note that you may be able to disable debug output or redirect it to a different COM port if needed.
