Cannot install ADS SDK with Microsoft Smart Device Extensions and .NET Compact Framework thinks ETK is 3.10.

The error you are seeing is a complaint that Platform Manager 4.0 is npt installed on your development PC. Install eVC 4.0 and it will upgrade your Platform Manager.

Is there a reason why platformbuilder or eVC have to be installed?

No, but the eVC 4.0 install automatically update the Platform Manager first. Evidently Studio.NET does not. You can actually run the eVC install and cancel out once the Platform Manager upgrade has been performed.
Platform Builder is not required.

I have Everett beta installed and the ADS Platform Software Development Kit (SDK)
My project choices are
Windows CE .NET Device Windows CE .NET Emulator Pocket PC Device Pocket PC Emulator
but no ADS device
Any suggestions for a fix?

The Everett Beta targets only 4.1 builds. The SDK you have targets 4.0. We'll release a 4.1 SDK in the near future when we release a 4.1 image.
