I have Microsoft eMbedded Visual Studio 3.0 CE
installed and the HPC 2000 extensions... but
can't find the dshow.h file.

You will be able to find the DX files (headers and libs) for CE 3.0 at this link: ../developers/wince/downloads/directx.zip

FYI: there is no dshow.h for CE. You will have to determine what specific header file(s) to include from the SDK.
