Q: Microsoft's literature states that there is an add-on SDK for DirectX programming but I cannot find it anywhere. Do you have a source for this SDK?

Yes. The SDK contains several headers and libraries you can link into your DirectX projects and can be downloaded in zip format here (1963 kb).
